Those 3 countries are also heavily active in cyber warfare with China leading in cyber warfare.
The Pentagon and Obama administration have stated that with Chinas current defense spending, Chinas technology will be on par with Americas within 10-15 years.

Russia weapons are old from the Soviet era.
Germany has some good weapons similar to U.S., but just a mixture of American and European made weapons. Germany do make some of their own weapons.
China is still developing technology to match the U.S.

You are not very educated in today's current event. Chinese military is very advanced. Germany really? French are higher tech than the germans. And more countries have sent people to space than 3. pretty sure Japan has nipponauts or whatever they are called.

Russia is about fifteen years behind the US, China is another ten years behind them, and Germany is alright except most of their stuff is simply re-engineered designs of other European and American tech with some modifications and/or improvements specific to what they need to field them for.
